This distinction is significant and reflects real security infrastructure and tourism management. However, it is a relative judgment—Calabar is safer than most of Nigeria, not absolutely safe by global standards.

The underlying data shows a city dealing with persistent crime. Nigeria's homicide rate of 15.7 per 100,000 (World Bank 2023) is nearly three times the global average; Calabar inherits this baseline.
