The U.S. State Department's Level 1 advisory and Numbeo's 66 safety index back this up. But "safe" here doesn't mean carefree. The dossier makes clear that the two real threats are wheels and distraction: motorbike-borne snatch theft (phones grabbed from hands, bags yanked off shoulders) and a rotating cast of scams — fruit-basket photo demands, fake taxis, rigged card games, and now even fake-police-uniform operations (VnExpress, Mar 2026). These cluster in the Old Quarter, around Hoan Kiem Lake, and at Dong Xuan Market, especially after dark.
